The Integrated Regulatory Reporting (IRR) Program Lead will report into the IRR Program Director - Europe, and will be responsible for leading IRR across HBCE to deliver sustainable control environment for Regulatory Reporting over the course of 2024-25, ensuring complete, accurate and timely submission for all priority Reports in scope. This is a high-profile program and a strategic priority for GEC and HBEU (HSBC Europe) Executive Committee

This will require strengthening resource, data, and systems capabilities across first-line reporting and testing, and second-line assurance.

YOUR ROLE

The scope of this role is prudential reporting for HBCE. The role requires extensive senior management engagement, operating in a global, regional and functional matrix. The role requires knowledge of and experience with a broad range of regulatory reporting. To be successful, the selected candidate will need to handle a large set of responsibilities:
• Implementation of a sustainable regulatory reporting framework, ensuring that the IRR control standards and design requirements are correctly and consistently implemented in line with Regulatory Reporting & Data Policy requirements
• Oversee end-to-end design and execute HBCE IRR, including management of budget, resources, prioritization, escalation, and remediation activities
• Influence and challenge reporting and control teams: regulatory reporting, wholesale credit, financial control, program partners (Data Architecture, PRA Workstreams)
• Manage stakeholders within IRR, DBS (Digital Business Services, including IT) and Risk, to ensure IRR goals are met and control outcomes are robust and sustainable
• Work closely with Global Businesses to ensure prioritized data issues are identified, agreed, understood, and remediated
• Prepare clear and concise briefing papers and materials for Governance
• Chair and present at key governance meetings (HBEU ExCo, Global IRR Steering Committee, IRR Management Meetings)
• Direct target operating model work to ensure that the improved control environment is sustainably embedded into BAU (business as usual)à
• Promote control awareness and best practices across regulatory return processes
• Team management, including service providers

On this role, while building and maintaining strong relationships with stakeholders, you will look ahead strategically to shape, drive, and achieve outcomes. Ideally, we are looking for candidates with the following background.
• ¬Significant accounting and / or regulatory experience
• Ability to learn and understand quickly Group’s Finance function in multiple locations
• Successful experience in implementing or sponsoring regulatory change within a Finance or Risk capacity
• Project or change management background, that includes delivering outcomes efficiently and effectively
• Excellent communication skills both verbal and written in English
• Problem-solving abilities to distil complex problems into manageable parts
• Self-motivation to to make a difference on a major strategic and highly complex programme
