The Wholesale Credit & Lending (WCL) Value Stream (VS) is embarking on an exciting global transformation journey, overseeing the comprehensive Credit and Lending processes across two key business lines: the Global Commercial Bank (CMB) and the Global Banking & Markets (GBM). The WCL Value Stream is comprised of Sub-Value Streams and Enablers which are responsible for a defined scope and structure ensuring front-to-back enhancements and maintenance. Through this design the department can foster lasting change by enhancing technology and capabilities, promoting efficiency and automation, elevating risk management standards, and accelerating balance sheet velocity across the businesses. This is achieved by delivering sustaining infrastructure and capabilities to revolutionize Credit & Lending experiences for our customers, colleagues, and regulators.

Credit and Lending Product Risk plays an important role in enabling the bank to operate within its risk appetite, by ensuring efficient and effective risk and control management. Senior Manager, Credit & Lending Product Risk is responsible to provide operational risk and control expertise, maintaining robust risk governance focused on material risk and issues, and evolving a culture of continuous and consistent risk management for Europe.

In this role you will:

The role holder will facilitate the maintenance of an effective risk and control environment through analysis and governance reporting, tracking progress of outstanding issues and actions, stakeholder engagement to monitor resolution of all non-financial risk reporting exceptions and providing insight into Wholesale risk landscape in Europe. The role holder will provide guidance and support through working with the business to maintain an effective non-financial risk framework that contributes to the effective execution of relationships, products, and services for our customers.

The role will focus on HBCE [2nd position will focus on HBEU] and will work closely with the Global/Regional WS Credit and Lending and the Wholesale Business Risk teams. The role is based in Paris [2nd position is based in the UK (excluding London)] but GSC/COE locations in Poland and India would also be considered.

What you will do:

Impact on the Business / Function

Responsible for implementation and control oversight of Wholesale Credit Risk in the Risk Management Framework (RMF) across Wholesale Europe. The new Wholesale Credit Risk is aimed at identifying operational risk as a result of weaknesses in our processes and platforms that give rise to credit losses.

This includes:

  • Development and operation of a robust risk-based internal control review programme across the markets and engaging with DBS Credit Services and Wholesale Client Services. Undertake review and special investigation work to provide further analysis into process / control failings as requested by management.
  • Ensures implementation of Internal / Operational Risk review recommendations by liaising with process heads, carrying out follow-up action & recording appropriate dispensations.
  • Tracking progress of all outstanding issues and actions to ensure resolved in a timely manner by the relevant owners, engaging as appropriate.
  • To continually re-assess the operational risks inherent in the business, considering Credit and Lending landscape, changing economic
  • Support C&L Business Service Owner (BSO) accountabilities including those related to SOX process attestations, Operational Resilience and Digital Operational Resilience Act (DORA).
  • Support the simplification and reduction in activity time and enhancement of risk and control oversight and reporting.

Customers / Stakeholders
  • Provide guidance and support to stakeholders regarding the management of risk, develop and maintain effective Risk Profile Management which includes proactive management of risks, Risk & Control Assessment (RCA) support, independent validation of continuous monitoring plans and KRI monitoring.
  • Develop key relationships across WS management to support the promotion of an effective risk management culture, identify and share non-financial risk management best practice across other teams and business stakeholders.
  • Proactively challenge practices / controls operated by issue/control owners, identifying gaps, and making firm recommendations where the control environment can be improved.
  • Identify and monitor Key Risk Indicators, draft and maintain Internal Control Monitoring Plan (ICMP) for the function & drive all the actions to closure. Drive the implementation of cross-functional operational risk and audit actions including effective RCA discussions.
  • Tracking progress of all outstanding issues and actions to ensure resolved in a timely manner by the relevant owners, engaging as appropriate.

Leadership & Teamwork
  • Contribute towards a strong non-financial risk culture across WS C&L division and Wholesales
  • Support achievement of the HSBC strategy, purpose and values in personal behavior, actions and decision making and Senior Management with non-financial risk matters providing intelligent insight and reporting.
  • Drive a more proactive risk management framework through enhanced reporting and analytics.


Conditions

You should apply if you have:
  • Subject matter expert, understanding of Credit and Lending, Credit Risk, Operational risk typologies. and potential mitigating actions, industry / good practices and related risk/control frameworks
  • Good understanding of technology, regulatory landscape and information security risk/control disciplines
  • Sound and in-depth knowledge of the operational risk & control environment and disciplines.
  • Analytical skills especially with regards to understanding business risk, processes, procedures and operational controls, sound knowledge of the GB & CMB products, services, systems & processes.
  • Highly developed communication, presentation and influencing skills set.
  • Ability to prioritise and work independently under pressure within a team environment.
  • Ability to use judgmental skills to identify and resolve complex problems whilst adhering to timelines and quality
  • A degree in banking / financial / management / business administration / accounting
  • A working knowledge of Global Banking, Commercial Banking & Market Securities Services with understanding of client lifecycle & trade journey
  • Keen eye for detail, organized and logical thinker, written / verbal communication and presentation skills
  • Risk professional with at least 5 years’ combined experience in Credit Risk, Operational Risk Advisory and Reporting, Compliance or Internal Audit in a banking environment.
  • Minimum 5-10 years of risk & control experience in operational risk, with a focus on non-financial risk
