Global Enterprise Risk Management (ERM) is a sub function of Group Risk and Compliance. Its purpose is to make sure HSBC understands and effectively controls its non-financial risk position, through end-to-end oversight of processes, risks, and controls and by robust stewardship of the bank’s risk appetite to comply with risk, business, and regulatory priorities. It seeks to strengthen the risk culture across the organisation through the application of effective policies and frameworks that drive consistent risk management practices across our businesses and functions at global, regional and market level.

What you will do:

The role holder has two key areas of responsibility: ensuring that HSBC Continental Europe (HBCE) adheres to standards for the management of Resilience Risk as set out in the Group’s framework for Enterprise Risk and Operational Risk management, and Resilience Risks are managed within appetite; and, oversight of the identification and management of Data Risk associated activities across HSBC Bank plc’s operations in Europe (HBEU) based on the Group defined approach to proactively identify, assess, measure and report on, mitigate and control risk exposures associated with HSBC’s businesses and operations at all levels of the organisation.

In this role you will:

The role holder will have responsibility to provide Resilience Risk oversight of the Businesses and Functions in HBCE:

  • Ensure the integrity, timeliness and completeness of risk and control identification, assessment and information within the Group’s Risk and Control system of record (Helios) as well as directing documented remediation plans for residual risks.
  • Conduct thematic reviews across HBCE to ensure the risk and control environment is commensurate with the scale and nature of operations, including by Assurance teams and the permanent control team.
  • Direct and support HBCE on the management of Resilience Risk and act as a key contact and point of escalation for senior stakeholder engagement, making sure delivery is consistent and of high quality
  • Develop, deploy and embed the Risk Management Framework (RMF) and provides advice, guidance and challenge in relation to Resilience Risk oversight and control effectiveness in HBCE.
  • Provide 2LOD oversight of top and emerging resilience risks, ensuring HBCE can mitigate these timely and cost effectively.
  • Ensure alignment of Group policies and risk appetite with local regulatory and legal obligations of HBCE and assesses compliance with the same.
  • Attend HBCE Risk and Control meetings and governance forums, providing both Resilience Risk oversight and robust and timely Risk Steward challenge of the First Line of Defence (1LOD) view of the Resilience Risk profile as required.
  • Responsible for developing and promoting an increasingly insightful process-based view of Resilience Risks and controls
  • Supports the implementation and embedding of the ERM functional strategy in HBCE.
  • Applies risk stewardship review and challenge over Resilience Risk RCAs and control environment in HBCE.
  • Works closely with Strategic Change Oversight to risk assess and oversight material change programmes from planning through to execution, particularly in relation to embedding appropriate operational resilience at the outset.

The role holder will also have regional responsibility for the oversight and active management of Data Risk across all of HBEU:
  • Ensure alignment of Group Data Risk policies and risk appetite with local regulatory and legal obligations in Europe, and assess compliance with the same.
  • Maintain strong relationships with local Regulators and Data Privacy Officers across Europe and Globally, in order to have an active understanding of both current and future direction of laws, regulations and enforcement.
  • Set approach for ‘Active Risk Management’ (based on Group defined approach) to be executed across HBEU .
  • Active risk management of HBEU Business/Functions Data Risk related activity across Europe.
  • Set approach for Data Risk ‘Oversight’ (based on Group defined approach) to be executed across Europe.
  • Develop and maintain aggregated reporting/analysis of the risk and control environment for Data Risk.
  • Actively engage with and challenge stakeholders from the Data Administration Officer, Cyber and Technology teams. Maintain constructive relationships that ensure the role holder is engaged and regularly consulted on strategic plans, investment and change programmes.

Leadership & Teamwork:
  • Lead the HBCE Resilience Risk team, across multiple sites, and connect with other teams across Europe and the Group.
  • Actively engage with and support the HBCE Head of ERM, Europe Head of ERM and Global Head of Data Risk. Provide regular and timely insight into local developments, events and regulatory changes, and act as a conduit for information and messages back and forth.
  • As a member of the Europe ERM Leadership Team, actively contribute to shaping and delivering the vision, purpose and priorities of ERM Europe.
  • Lead and role model for non-financial risk aligning with the ERM functional vision and purpose, and the Bank’s strategy, behaviours and values
  • Challenge and influence to ensure how we manage and quantify our risk exposure and fully embed a strong risk management culture and behaviours is effective.
  • Work effectively with Group Enterprise Risk Management team and represent HBCE and HBEU.
  • Communicating a clear vision for the oversight of Resilience Risk in HBCE and Data Risk in HBEU that is aligned to global risk strategy and objectives.

  • Functional Knowledge:
    • Strong level of business management knowledge and experience of working in a senior role,
    • Expert knowledge of data risk, including data privacy and BCBS239,
    • Strong level of risk management knowledge and relevant experience,
    • Comprehensive knowledge of the external environment (risk, regulatory, geopolitical, competitor etc.),
    • A BA or BS University Degree, advanced degrees preferable, (e.g. MBA, MSc, PhD) in relevant discipline,
    • Professional qualifications may be advantageous.
  • Broad and comprehensive understanding of concepts and principles within multiple disciplines or a fast-changing discipline.
  • The role requires a comprehensive understanding of several value units / products / regions / legal entities, alongside an advanced understanding of the industry and the relative positioning of the HSBC’s products and services.
  • Management responsibilities for a sizeable team of professionals (including responsibility for budget, and planning).
  • Covers a wide range of activities that require evaluative judgements based on the analysis of factual and qualitative information in complicated perhaps novel situations.
  • Is proactive in developing ideas, continuously searching for improvements in techniques which add value to the business and has full responsibility for implementation.
